Stephen Lucas

Dr. Stephen Lucas is CEO of Mitacs, Canada’s innovation organization connecting businesses and researchers to drive economic growth. He brings over 35 years of public service experience, including 10 years as a Deputy Minister in key federal departments such as Health Canada, Environment and Climate Change, and the Privy Council Office. He played a central role in Canada’s COVID-19 response and contributed to major national initiatives like the Pan-Canadian Framework on Clean Growth and Climate Change.

Dr. Lucas began his career as a research scientist at the Geological Survey of Canada. He holds a B.Sc. in Geological Engineering from Queen’s University and a Ph.D. in structural geology and tectonics from Brown University. His leadership has been recognized with the Order of Canada, the Vanier Medal, and multiple national honours for public service.
